$100 is not enough or are not enough?     There is $100 in the pocket or are?

$100 is not enough. 

There is $100 (in the pocket).

Here '$100' refers to the amount.

Similarly,

He is 5 years old.

It doesn't matter whether the amount is spelled out or written in figures.

I could be wrong, but how about this sentence?

These 250 dollars are for the 5 of you, 50 dollars each.
