1) at the 11th hour = ?

2) gut-wrenching = extremely grieved?

3) angst-ridden = absolutely anxious?

Context:

"It is not the place of Congress, at the 11th hour, in the most effusive fashion, to undermine the Florida court system, particularly given the fact that it has been seven years and 19 judges who have participated," said Robert Wexler.

Debbie Wasserman Schultz, a Democrat in the House, said it was wrong for the Congress to insert itself into such a "gut-wrenching, angst-ridden tragedy" that should be among family members.
