Please have a look on the following sentences:

1: Whom are you voting to?

2: Whom are you voting for?

3: Whom are you waiting?

Questions:

1: Are all the sentences correct?

2: Is ''Whom'' used as an object?

1: Whom are you voting to? Incorrect!
2: Whom are you voting for? Correct! Better: "For whom are you voting".
3: Whom are you waiting? Incorrect! Correct: "For whom are you waiting".

"Whom" is the object pronoun equivelent to the subject pronoun "who".

Look at - is a phrasal verb meaning to direct one's attention to something. i.e.  She is looking at you. 

Look on-  has a  competely different meaning and it was incorrect in the context of your sentences.

But why can't on be used?

Have a look at this photo.
Look at me. Am I handsome?

'On' cannot be used after 'look'.
