20s = 20 years age --- 29 years age?

Context:

  Muscular dystrophy is a catch-all name for a group of inherited muscle-wasting diseases. Over time, face, arm, leg, spine and heart muscles weaken and wither.   I'm sorry I haven't got a clue what is "+/- 25-29". Does it mean "25 years old to 29 years old"?
