The all-around competence in safeguarding the aviation security and combating capacities of all the security officers have been greatly enhanced in this all-mobilised campaign featured with combating skills and strategies.

Jobb, the verb tenses don't quite make sense in terms of the time frame mentioned and the nature of a security exercise. I have set it as a future event, but I am certainly not sure that is what you intend. I need more information on the dates involved. Is this to be an annual exercise?
