On the TV, one can often see that a program will be played at 9/8c. What does it mean? I guess c means central time?

Exactly.

It will air at 9 in the Eastern time zone, and at the same time, at 8 in the Central time zone.

It plays at 9 in Eastern, Mountain, Pacific, and possibly the Hawaii and Alaska time zones.

But everyone knows 8 central is the same time as 9 eastern, therefore, it is just a habit of using 9/8c, no 8/9e or 8/7p?

A television show that airs at 9 p.m. Eastern will be on at the exact same time in the Central time zone if it's 9/8c.

However, it will be on three hours later if it's shown at 9 p.m. in California.

I can watch a favorite show and spend time on the phone with somoene in Chicago as we watch it together. I can call my friend in California and tell her exactly what will happen three hours before she will see it.
