Is the following a complete sentence and if you could tell me why or why not.

Enough about the fish, let's get down to business.

Enough about the fish. This is a shorthand way of saying, "Okay, we have talked about this fish enough." I would actually make it its own sentence, and not join it to the next one with a comma.

So you would make the sentence like this?

Okay, enough about the fish. Lets get down to business...

and then just finish that next sentence?

Enough about the fish, let's get down to business.

I'd call that a run-on sentence.  Turning it into two sentences would fix that:
Enough about the fish.  Let's get down to business.

The first sentence omits words, but would generally be understood as "That's enough ..."
