Hi, I'd like to ask if the 'of' belongs to 'that' or 'which' in the sentence.

I'd say it belongs to 'which'. For example, You can easily say: A disease of which there is no cure. So, the relationship between 'of' and 'which' is much stronger than between 'of' and 'that'.
