Modern writers should definitely write 'gender', not 'sex', in this context.

No, I don't think so. I think the Victorians used 'sex' where it was considered appropriate, as did Romanticist writers.

You might like to know that the word 'gender', in its modern sense, entered the English language sometime between 1930 and 1969, when feminist ideology grew stronger. Consequentially, Her Majesty Queen Victoria did not need to make the distinction between 'sex' and 'gender' in the way modern writers do.
