1) On any given weekend, especially holiday weekends, the number of highway deaths is predictable.

2) On any given weekend, especially holiday weekends, a number of highway deaths are predictable.

What's the difference of the above. Actually, under what situation use "the number of" and "a number of".

In 1) 'the number of' means 'a certain amount of'.
In 2) 'a number of' means 'some'.
