Hi

How does this sentence sound to you? Would you change it somehow?

The offers, however, are made available from the moment they are open, exclusive of the secret information of the company in view of the counteracting unfair competition regulations, if the Contractor stipulated, not later than the offer submission deadline, that they must not be made available.

I really cannot make enough sense of it as it stands to offer a decent edit.  I suggest that you break it up into two or three sentences, at least.

Only the information, if this has been stipulated by the Contractor not later than the offer submission deadline, which are confidential to the company, bearing in mind counteracting unfair competition regulations, must not be made available.

I didn't know how to break it up into two sentences.

Actually, I've broken it up, because I wrote THE OFFERS, HOWEVER, ARE MADE AVAILABLE FROM THE MOMENT THEY ARE OPEN. And then the rest of it (above).

Your sentence is pretty good, but the Contractor stipulated (if this is the right word) that this information cannot/musn't be made available to the public. You used the word "submitted by the Contractor."
