I've been talking with my cousin Sebastian, and one of the things he keep saying (well, writing) is 'an queer', which drives me insane. Isn't 'a queer' the proper form? Please prove him wrong, this is really making me mad inside my head.

you are correct. It's unusual to be confused over this with a word starting with 'q'.
