Look in your side and rear-view mirrors. Make sure there are no vehicles about to pass you when you start move left to pass.

What does" about " mean in this context? Does it mean " around" or " be going to " ?

Something that is about to happen is going to happen in the immediate future.

You have your keys in hand, ready to walk out the door, and the phone rings. It rings just as you are about to leave the house.

You want to make sure no vehicles were preparing to pass you, going to do so imminently.
