A: What about the water glasses? Where do they go?
B: Put them above the plates to the right.

May I ask why speaker B didn't say "on the plates" instead of "above the plate"? Do they mean the same? "above" sounds like the glasses are over the plates without touching them.

Hey, you are smart and I really appreciate your imagination!! But I also found out that it could be about setting a table, so the glass has to go above the plate to the right "on" the table. Thanks anyway.

I also found out that it could be about setting a table
In that case, think of writing a letter at the table.  A piece of paper is placed before you.  The upper edge of the paper -- where you start to write the letter --  is "above"; the lower edge is "below".  Place a plate on top of the letter.  Can you see where "above the plate" and "below the plate" would be in this interpretation of "above" and "below"?
