Is there a particular general rule I am missing by trying to add 'the' before 'control of money' in this sentence?

But intense suspicion was perhaps a necessity for a driven black entrepreneur of the era, when there was always someone really trying to snatch away control of money and power.

Thanks,
Al.

I think it would be better to take the cluster "snatch (away) control of" as a kind of idiomatic verbal phrase. There are many similar expressions: "attain control of", "ensure control of", "gain control of", "get control of", "grab control of", "have control of", "hold control of", "keep control of", "lose control of", "secure control of", "seize control of", "take control of", "win control of", etc.

In Japan today even dogs are learning how to bow-wow in English.
