"Hotels accompanying the Center, addressed to tourists and smaller companies, ideally make up for a scarce hotel base of the city of Amsterdam."

Maybe I should write HOTELS IN THE CENTER? How does the word accompanying sound?

'Addressed to' also sounds odd. You probably mean 'that cater to'.

It's the Center of the city.

Don't capitalize 'centre'.

'Scarce' does not sound correct. How about 'small'?

The overall meaning sounds wrong. It sounds like hotels in the city centre are not considered as part of the city's hotel base. Why wouldn't they be?

There are hotels all around the center of the city, so I think they are part of the city's hotel base?  Maybe they supplement a small hotel base in the whole city of Amsterdam?
