From the sentence below, what does the underlined sentence mean?
A danger of overloaded time accounts, such that workers are unable to use much of their accumulated time off. This is counterproductive because workers are overworked, leading to higherabsenteeism, increased illness andreduced motivation

And, If I leave out the adverb "off" , does its meaning change?

Could anyone help me with this?

This is not a sentence.  You may have quoted it incorrectly.   Please check.  Thanks.

Without off the expression their accumulated time is so ambiguous and vague as to be incomprehensible.
With off it's not a great deal better, since the accumulated time is presumably not acculumated time off anyway, but time which can be taken later as time off.
The idea is that for each hour an employee works some small fraction of an hour is recorded in a sort of "time bank" for each employee.  As the employee works more hours, more of these fractions of hours add up in the "time bank".  The amount of time in the "time bank" for an employee represents the amount of time he may take off (take as vacation).
