This is a passive or active voice.

Active. It may seem odd, in a way, but the noise is the subject of the sentence.

It's active.
Passive would be 'I was frightened by the noise'.

I have a question:

How can I make these sentences Passive?:

"People believe that the company went bankrupt. Why doesn't anybody inform the customers that the manager has blocked all the accounts until he finds a solution?"

All I could think about is the following:

"The company is said to have gone bankrupt. Why aren't the customers informed that all the accounts have been blocked by the manager unitl he finds a solution?"

I'm not quite sure that it is correct, can you help me?

You have done well. I'd suggest also these changes.

"The company is believed to have gone bankrupt. Why aren't the customers informed that all the accounts have been blocked by the manager until a solution is found (by him)?"
