Adj./noun before noun ?

Hello! I have a question about basic grammar that is How do you know when to put adj./n. before main noun ?

For example : Should it be education system / educational system ?

which is the right ans.? Are there any rules ?

I would think of "Education system" as a "system of education" and "Educational system" and "a system that is educational."
Does that make any sense?

Yes I would say it is "Education System."
