Is this a adjective "decentralized economic decision-making"? Do we need hyphen, please advise.

Yes, I would certainly hyphenate 'decision-making', especially with all those other adjectives cluttering up the area. I'm not sure 'decision' would be classified as an adjective-- it's part of a compound noun.
