You send each one his or her own letter.

Hi,

I might simply write

Dear Ms. Smith, Ms. Jones and Ms. Green,

But I'd consider writing to just one of them, with a copy to each of the other two.

Writing to 3 people as in my first example can be confusing for the recipients. eg Who is supposed to take any action you request? Who is supposed to reply to you?

Best wishes, Clive
