Should it read:

"to employ additional labor or equipment to affect such receipt"

or

"to effect such receipt"?

Do you mean "to bring about"? (effect)

Do you mean "to have an impact of some sort"? (affect)

Although it's common to hear that effect is only a noun, it does have a meaning as a verb, meaning "to bring about, to cause something to happen."

Yes, "to bring about" would seem to be the intended use in the contract from which I was reading.
