A new technology will allow you to get the name of any music track you hear on the radio-perfect if the DJ babbles on afterwards without naming the tune.

in this sentence, what is the meaning of "afterwards"here? does it mean "after the DJ plays a music, he babbles on without naming the tune"? or does it mean "after the DJ babbles on, he forgets to name the tune"?

after he plays the song = afterwards

afterwards refers to the time immediately after any event you refer to.  We have to run a bunch of errands, but afterwards we'll go out for ice cream.
