Algae is invading the shores of Beijing. Officials have allocated funds to clean up the shores before the Olympics. Elsewhere in China such as TsingTao, algea bloom is not at all unheard of.

1. Are there any mistakes?

2  What's the meaning of at all unheard of, if it makes sense? Does it imply that algea outbreak affects other cities in China as well?

2  What's the meaning of at all unheard of, if it makes sense? If something is not unheard of, it is heard of.
Does it imply that algea outbreak affects other cities in China as well?Yes, it means they are quite common.

Clive, What about "not AT ALL unheard of"?

At all with negation is quite confusing to me.
