Which one is correct?

1. The public library allocated the revenues it received from the recently passed tax initiative to the purchasing of more than 2000 books and 15 computers.

2. The public library allocated the revenues it received from the recently passed tax initiative for the purchase of more than 2000 books and 15 computers.

I think that both will work, with no one complaining, but I also think that we allocate to persons or entities for a purpose.
