(1)food and drinks not allowed.
(2)food and drinks are not allowed.
at the begining,i'm confident that sentence 1 is correct.
but, i saw the sentence 2 appearing in cinema sideboard.
it makes me feel confused.which one is correct?
the word allow in both of the sentences are considered as adj?

Hi,
1)food and drinks not allowed. This is OK for a sign. Signs often are not complete sentences and often omit the verb completely, eg No Smoking.
(2)food and drinks are not allowed. This is the full sentence form of the sign.

the word allow in both of the sentences are considered as adj? You could say that the past participle 'allowed' is used here as an adjective, or you could say that "X and Y are not allowed " is written in the passive voice.
