You may be right. I guess every native speaker will believe he/she is one of the best speakers of English. I fancy myself I'm one of the best speakers of Japanese.

In Japan today even dogs are learning how to bow-wow in English.

We have a proverb-like saying : "Even pigs would climb trees if you flatter them".
Anyway I couldn't be good at English even at the time when pigs can fly.
