i want to describe a situation when the two people can hardly turn up in a place at the same time.when one is ok,the other is absent.

is there any phrases?

I rather like your original, an embarrassing situation.  I cannot think of a better, but maybe another member will.

If you need a phrase for that exact example, you can say 'they keep missing each other'.
