Please explain to me the following sentences.

And if we have fewer students, we won't be able to do the teaching, we won't be able to do the research that allows us to renew our grants, and we'll have a negative feedback loop. -- What's more on that, I understand we'll have the same number of tuition remissions for graduate students we have now, the same number.
