i need to put question mark "?" before ""

which way is correct way?

A, Do you know "ISDN"?

If the quote is a question, the question mark goes inside the quotation marks. Otherwise, it goes outside. In your example, A is correct. (Answering for AmE...but I think it's the same in BrE.)
