1-Anyone having lost their luggage can appeal to the police.

2-Anyone loosing their luggage can appeal to the police.

3-Anyone to have lost their luggage can appeal to the police.

4-Anyone who lost their luggage can appeal to the police.

Are they correct and equal in meaning and tense?

1. = Anyone who has lost their luggage can appeal to the police. - It is assumed that some have lost their luggage.
2. = Anyone who will lose their luggage can appeal to the police. - It is assumed that some will lose their luggage.
3. Ungrammatical.
4. Good as it stands. The meaning should be self-evident.
