The protocols select the circuits and set up the connections without the users’ needing to understand anything about the internal working of the network. Is the usage "the users’ needing" correct? usage of "apostrophe" or the word "needing", please advise.

You can say either a) "...without the users' needing to understand..." or b) "...without the users needing to understand..." (or indeed, Miche's suggestion).
B or Miche's version would be more suitable in an IT context. A is probably too formal.
