Apostrophe usage

We have several new presidents attending a breakfast held in their honor.  Is it correct to write "New Presidents' Breakfast"?  Someone at work said that if you're writing a title, you can skip the apostrophe, ex. California Teachers Association.

The breakfast doesn't belong to them, so skip it.
