I am currently working on an Annual Report and one question that seems to be reappearing is the possessive use of apostrophes. An example:

Is it...

The Special Services Division's Fleet Maintenance Section

Or...

The Fleet Maintenance Section of the Special Services Division

I argue that it is the second because an inanimate object such as a division in this case cannot possess something. Could someone please point me in the right direction?

I think these posts might help. They show that titles are very flexible.

Of the two choice you gave, I prefer the first.

If it were me,

The Special Services Division Fleet Maintenance Section

or

The Special Services Division: Fleet Maintenance Section



Your rationale is incorrect. The year's play will be an important play. The building's sprinkler system failed and that is why the damage was so severe.
