Hi,

1.As far as I can remember/As far as I know/According to what I can recall/Based on my memory/If my memory serves me right, you didn't pay the admission fee when you came in. Please pay it now.

 2. I didn't get a whole lot of responses to our online invitations and from that, I think I can safely draw that they don't want to come to the party.

You conclude, or you draw a conclusion.  You don't draw that something is true.

I can safely conclude that they don't
I can safely draw the conclusion that they don't
I can safely reach the conclusion that they don't
I can safely come to the conclusion that they don't
I can safely assume that they don't
