How can I interpret arm's lenght in this context?:

e.g. 1
"..all revenue received by the Payor in such month from arm’s length purchasers of mineral products.."

e.g. 2

"....otherwise constituting a Permissible  Deduction is incurred by the Payor in a transaction with a party with whom it is not dealing at arm’s length.."

 Arm's length transaction

A transaction between two related or affiliated parties that is conducted as if they were unrelated, so that there is no question of a conflict of interest.

Or sometimes, a transaction between two otherwise unrelated or affiliated parties.
