In the sentense above, what does the compound word "artificially-generally" mean?

The term doesn't mean anything. You are misinterpreting the sentence. What you think is a hyphen is, I think, intended by the writer as a dash. 

 — Forest regeneration is the act of renewing tree cover by establishing young trees naturally or artificially   -   generally, promptly after the previous stand or forest has been removed.
