Life would be better for them without cars. The air would be cleaner, and it wouldn't be as noisy or dangerous.
How does as work?
Seems to me that "as noisy or dangerous as it is."

We could also say, more correctly perhaps, Life wouldn't be so noisy or so dangerous.

Incidentally, in your sentence, I'm not happy that the it manages to refer back to life. I think the it would, at first reading, be taken to refer to the air.
