Dear teachers,

My dictionary says that AS OF means "from a specic time onwards " .For example , as of tomorrow all the airline's fares will be going up , but in the following sentences , what does AS OF mean ? Please help me understand the exact meaning of AS OF in the following sentences:

a/ As of Monday 1500 people have died since the the beginning of the Iraqui war .

b/ As of yesterday afternoon the preparation work was basically finished.

c/ As of March 2008 the Consumer's Complaint Office had received 215 requests .

Can AS OF in this situation be used interchangeably with BY ?I'm very confused about the meaning of AS OF here and the tenses accompanying it.I would appreciate very much if you would take the trouble to explain to me about these problems that are facing me.

a/ As of Monday 1500 people have died since the the beginning of the Iraqui war .  Taking Monday as the point of latest reference, x number of people have died - this number will not include any killed after that day. The number concerned is that up to Monday from the start of the war.

b/ As of yesterday afternoon the preparation work was basically finished. Yesterday afternoon is the point of latest reference.

c/ As of March 2008 the Consumer's Complaint Office had received 215 requests .In this instance, it is the period from the beginning of March to today that is being cited. The office had received 215 communications between 1 March and [1 May].

Can AS OF in this situation be used interchangeably with BY ?I'm very confused about the meaning of AS OF here and the tenses accompanying it.I would appreciate very much if you would take the trouble to explain to me about these problems that are facing me.

Of the examples, you might be able to change #b to "by", but not the other two.

Thank you Feebs11, but I think in (a)" had died " should be used instead of" have died ". It is like (c).

As of Monday = until Monday. Monday is a point of time in the past

As of March 2008 = until March 2008 . March 2008 is a point of time in the past too.  

So I should think in (a) "had died" is more accurate than "has died" because we use past perfect to express  an activity that happened before another action or point of time in the past.Here Monday and March 2008 are the  points of time in the past .

Your further explanation would be greatly appreciated.

"As of "basically means up to,on or from (a specified time).

So I think It could be written as follows:

a/ As of/By  Monday (= up to Monday ;today is supposed to  be Wednesday )1500 people had  died since the the beginning of the Iraqui war .

b/ As of /By yesterday afternoon the preparation work was basically finished.

c/ As of /By March 2008 (=up to March 2008;now it is in May) the Consumer's Complaint Office had received 215 requests .
