At a high of 135 meters, this office building is the tallest in our town.

Is it correct to view "At a high of ..." in the above as "As high as 135 meters ...?" Thanks.

The original is wrong.  It should read 'at a height of'.  Your paraphrase is wrong; it suggests that the building's height fluctuates.

Yes, the original is wrong but it's my typo.
But I'm still confused. How could the building's height fluctate? Isn't it fixed?
