'at earliest'

I learned that when you write something with 'est' at the end you had to add a 'the' in front however I have seen some

people who write this way,

'i can be there by 1 in the afternoon at earliest'

isn't this sentence grammatically incorrect?

Yes, it is.  at the earliest is correct.
