'at the time of ~'

Hello.

"The tricolor flag appeared at the time of the French Revolution established a precedent for a national flag."

 

I would like to know if 'at the time of' in this sentence is natural and used properly.

I'd use
during the
because it doesn't indicate a point in time, but an interval.

Actually, I think "at the time of" is fine, but there is another problem with the sentence.You have two verb phrases in a row.

The tricolor flag that appeared at the time of the French Revolution established a precedent for a national flag. or

The tricolor flag appeared at the time of the French Revolution and established a precedent for a national flag.
