The development of an economical artificial heart is only a few transient failures away.
Does " is only a few transient failures away" means "if we overcome a few transient failures, we will get success in the development"?

Yes, kind of. It means 'after we overcome a few failed efforts along the way we will eventually succeed'. The idea is that it will not take too long to succeed.
