Personally, I would say a bad road, or a road in poor condition. I would not say a poor road.

The difference between "BAD" and "Poor" is as follows:
Bad Sometimes means that something that is wrong, example: "Some people use bad grammar all the time."
But, "Poor" sounds "Low in quality", example "The painting was a poor job."
conclusion:
BAD - Totally wrong
POOR - Something is there but not upto the standard or quality.
so, "poor" is the apt word in the above scenario.
