Is there any difference between these 2 setence:

They are busy learning english.

They are busy to learn english

whichn is more likely?

Definitely the first.

Means they are because they are studying hard to learn English.

They are too busy to learn english
Your original sentence doesn't make sense.  But if you insert 'too' as in above, it will mean that they are too busy doing other things to afford time to learn English.
