Dear teachers,
My brother has just finished a Sound Reinforcement Program organized by Peavey Sound Co.with a certificate, but I find it hard to understand. So could you possibly help explain some difficult expressions to me?

                                 CERTIFICATE OF ACHIEVEMENT

To friends of music and sound
                                   Be it known that
LY HONG (proper name)
has shared in a committment to continued education and has demonstrated full participation in the Peavey Sound Reinforcement Program, satisfying established requirements to be awarded this certificate of achievement duly verified by the signatures of the proper executives

                                    December 22nd,2008

                                             (signed)

- What does" Be it known that " mean?
- What does"has shared in a committment to continued education" mean?
- Why do they write" To friends of music and sound"?

Thank you in advance

"Be it known that" is just a wordy, almost pompous, and unnecessary phrase to introduce something, in this case, the name of a person, LY HONG.

"has shared in a committment to continued education" means LY HONG has supported by participating in an ongoing education of the Peavey Sound Reinforcement Program.

"To friends of music and sound" means they are addressing to all people who have a passion/love for music and sound.

Thank you cbsteh, but could you please be more specific on the use of each word?
" Commitment" here means" promise"? and what does" share in " mean?

"has shared in a committment to continued education" means the Peavey Sound Reinforcement Program is a program organised by people committed to ongoing education/teaching in music and sound. So by participating in that program, LY HONG is said to share or help in their committment (e.g., share their principles, beliefs, etc.).
