someone says "am" in the above sentence is optional.

you can omit "am" in sentence (1) as you please, but its meaning is still intact and grammatically correct.

2. I to make changes to this report before it goes on to the vice president of sales.

headline of english newspapre sometimes also omit the verb "be" in this type of sentence.

is it correct? actually could I omit "am" in the above sentence ?

No, you certainly cannot omit 'am' in your sentence.
