Well, my question is this one>

I know 'before' can function both as a conjunction and as a preposition, but I can't decide which the function is in this sentence> The airport will have to do a cost-benefit analysis before building the new runway.

Is 'building the new runway' a non-finite clause and, therefore, is 'before' a conjunction?
Please, can you help me? I'm in a hurry!!!
