I think not. My brother claims it is. His sentence:
"I know what it's like being stuck on the road"

Is it a gerund? Why?

IMO, it is a nonfinite verb phrase and functions as a noun; in a word a  gerund

"I know what it's like being stuck on the road"

It is like this being stuck on the road

Being stuck is a passive gerund.
