what's the difference between the uses of "believe" down here?

I don't believe we've met.

When you believe or don't believe that X exists, you can say that you believe in or don't believe in X.

I don't believe that ghosts exist. = I don't believe in ghosts.

I think that answers your question.  Rephrase if that wasn't what you needed to know.

believe can be replaced by think
in the 1st, but not in the 2nd, where it may be seen as similar to give credence to.
